The absence of a solid control structure to government expenditure processes has created the problem of corruption, fraud, and embezzlement of public funds by elected government officials and this has become an issue of concern to well-meaning Nigerians. The media is replete with cases of embezzlement, money laundering, and various monetary related crimes running into billions of naira. There have been few attempts to solve these problems through various means. Various web-based applications have been launched as a step towards efficiency in governance. However, no one has thought of an e-governance model as a potent weapon to combating corruption in public trust. Now that the Freedom Of Information (FOI) bill has been signed into law by president Jonathan, there is no better time to implement e-governance than now. Imo citizens are looking for practical ways of harnessing the provisions of this Act. In this design, we have modeled a functional e-governance portal solution that can ensure smooth information flow between government and citizens and a cross-breeding of information among various facets of ministry. We adopted the prototyping methodology which combined various tools of OOADM and SSADM to capture all user requirements for the system. Coding platform was the web languages of php, HTML, CSS, and java script with Apache 4.0 as the server side platform. Web design was carried out using Adobe Dreamweaver CS4. Database was designed using MySQL 5.067. The completed system is a functional database-driven portal solution that provides citizens with details of public sector activities to enable Imo citizens effectively monitor the progress of projects and expenditure of various public offices held by government officials.
